So yea it was a snowy day in mississippi..... something that don't usually happen... I slided on ice and hit the guard rail... it was only 1 or maybe 2 bump... the car wasn't messed up that bad.... HELP! Insurance company trying to low ball estimate?

Back in April I was driving and a lady tried switching lanes and struck my vehicle. I immediately went to an auto body shop and got an estimate for the damage, they took photos and everything. I've been contacting her insurance and dealing with this for over two months... I had to send them the police report because the woman tried lying and said I hit her, so I had to prove she was at fault. They would never return my calls. Until I talked to the field adjuster. He then called me yesterday told me he got the estimate from the body shop which was one of their recommended shops, and was mailing me the check for the damage. However he failed to tell me the check he was sending was for $1000 less than the estimate. I don't agree with this, what do I do? I called and no one will call me back from the company Also, I own my car outright. It's a 2004 tiburon is excellent condition. The insurance company was giving me issues about me wanting the check sent to me. I plan on getting the damages repaired that are necessary but leaving what isn't and keeping the money that's left over. I'm not even making them get me a rental for the time I don't have the car! My auto insurance will expire very soon and I noticed that I haven't received any renewal offers from my current insurance provider. So without hesitation I visited their official site and did some new quote. Virtually, I am a new customer if I choose to purchase this quote -- which will cost me only $380.00 Two days later, I finally received a renewal offer via e-mail. Take note again that this is the same insurance company, same insurance policy coverages, same policy number -- But there's a difference! To renew, it'll cost me $518.00 To my startled mind, I made a quick visit on this existing policy account online and checked the declarations page for this renewal offer. Unfortunately for some reason, the website cannot display this said page. What's going on here? Could there be a conflict if I choose to buy a new policy with presumably will make a new policy number with the SAME insurance company? Is there some sort of money making scheme going on in here? I have been informed also that if you create a new quote, and purchase that new quote BUT from the same company you appear as a virtual new customer but having the same name and complete information. My parents are being extremely kind and letting me get my license. Along with the license, they are offering to pay half of the price for a car for my and my brother. We are extremely tight on money, but they are being incredibly generous, so I thought it would be good to get an older, but safe, fuel-efficient car. I thought a Saturn Vue would be perfect. However, I find it absurd that there's a insurance policy that prevents you from carrying passengers. Does this exist? I understand that you are not supposed to carry passengers until after 6 months, but he says I can't carry them AT ALL not his rule, its the insurances rule an excuse?
